Not really, after Covid pandemic the country reopened to tourists on September 23rd, 2022, with bit of changes in the policy allowing independent travelers free to apply visa without going through the travel agent. How do I apply the visa or permit for independent travelers?

Bhutan Immigration Services Portal: Tourist can apply for their visa or permit through this website, or they can engage tourism service providers to process their visa or permit.

For those who are booking through the agency you will need to make full payment of your entire tour then the company will process for obtaining the visa.  To receive the visa clearance letter, it might take couple of days depending on the season.
